The Action Plan is submitted annually to the Department of Housing and Urban Development (HUD), and serves as the City's application for and planned use of its HUD housing and community development resources: $25 million is expected from four programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG).
